SOCIAL AND ECONOMIC STATUS FOR 10 MONTHS OF 2013

To15/10, the winter rice cultivated area in the South was 804,600 hectares, rose11.7 percent from the identical period in 2012. Together with this work, the countrys summer and autumn rice harvested was 2,483,000, represented 89.5% of the cultivated area and equaled 112.2% against the last year similar period.

As of this period, the country’s cultivated area was 102,600 hectares of maize, equaling 100.1%; 21,100 hectares of sweet potato, equaling 101.9%; 85,900 hectares of vegetables, equaling 106.7% from the figures in the last year’ same period.

As it was estimated, the month’s flock of buffalos and oxen decreased by 2 - 3%; pigs were approximate to the figures in the identical period in 2012.

b. Forestry


The country’s planted concentrated area in ten months reached 175,700 hectares rose 10.3% from the same period in 2012; 174.6 million separated trees, up to 2.1%; wood production 4,179,500 m3, increased by 6.4%; firewood production 25.3 million m3 by 1.9%.

Damaged forest area was 1,467 hectares, of which 878 hectares were burnt area; and 589 hectares were destroyed area.

c. Fishery

Generally, estimated fishing production in ten months reached 5,002,500 tons, rose 2.7 percent from 2012’s the same period, of which there were 3,709,800 tons of fish, increased by 1.9% and 533,800 tons of shrimp, by 6.3%. Farmed products reached 2,624,300 tons, up to 2.1%, of which fish achieved 1,972,100 tons, grew by 0.4% and  404,400 tons of shrimp, by 7.8%. Caught products arrived at  2,378,200 tons, raised by 3.4%, of which sea caught production attained  2,210,400 tons, went up 3.1%.

2. Industry

As estimated, Industrial Production Indexes (IPI) rose 5.4 percent from  the last year’ same period. Of which the mining and quarrying decreased by 0.8%; the manufacturing increased by 6.9%; power generation and supply by 8.6%; water supply and waste treatment, by 9.3%[1]. Of the ten months’ 5.4% general growth rate, the manufacturing contributed 4.9 points percent; power generation and supply 0.6 point percent; water supply and waste treatment 0.1 point percent; only the mining and quarrying decreased by 0.2 point percent.

Consumption index for the manufacturing in nine months of 2013 rose 10.3 percent from the last year’ same period. Stock index as of 01/10/2013 of the whole manufacturing rose 9.7 percent from the identical period in 2012.

Employment indexes (EI) for industrial enterprises as of 01/10/2013 rose 4.4 percent from the last year’ same period. Of which the state sector decreased by 1.3%; the non-state sector grew by 1.3% and the FDI sector by 8.6%. EI of the mining and quarrying decreased by 1.6%; the manufacturing increased by 4.9%; power generation and supply by 3.2%; water supply and waste treatment by 3.5%.

3. Investment

Generally, ten months’ realized investment capital from the state budget reached 163.3 trillion dong, equaling 80.7% of the annual plan and declined 1.3 percent from the same period in 2012. Of which, capital under central management reached 33.6 trillion dong, equaling 83.8% of the yearly plan and reduced 17.4 percent from the identical period in 2012; capital under local management attained 129.7 trillion dong, equaling 79.9% of the annual plan and rose 4 percent.

From the beginning of the year to 20/10/2013, 1,050 projects were newly licensed with capital of US$ 13.1 billion, equaled 100% of projects and grew by 79% of capital against the figures in 2012’s the same period. 393 times of licensed projects from previous years ware allotted additional capital in the year with US$ 6.1 billion. Therefore, the total registered capital of both newly and additionally financed projects was US$ 19.2 billion, rose 65.5percent from the identical period of last year.

Estimated realized FDI in ten months of 2013 reached US$ 9.6 billion, rose 6.4 percent from the figures in the same period last year.

Ten months’ FDI mainly focused on  the manufacturing with US$ 14.9 billion, accounted for 77.6% of total registered capital; power generation & supply, gas, air ventilation, warming and steaming water US$ 2 billion, accounted for 10.6%; other industries US$ 2.3 billion, represented 11.8%. In ten months, there were 49 provinces and cities with newly licensed projects from 48 countries and territories.

4. Government revenues and expenditures

Total revenues from the beginning of the year to 15/10/2013 reached an estimated amount of 572.1 trillion dong, equaling 70.1% of the annual estimate, of which domestic revenues reached 373.4 trillion dong, equaling 68.5%; from crude oil 85.6 trillion dong, equaling 86.4%; from export-import balance 108.5 trillion dong, equaling 65.2%. Of the home revenues, collecting from state enterprises was 111.9 trillion dong, equaling 64.2% of the yearly estimate; FDI enterprises (excluding crude oil) 82.6 trillion dong, equaling 76.9%; non-state industrial, commercial and service taxes 80.3 trillion dong, equaling 66.6%; individual income tax 37.9 trillion dong, equaling 69.2%; tax on environment protection 9.1 trillion dong, equaling 63.7% and other fees 7.7 trillion dong, equaling 74.5% of the estimate for the year.

From the beginning of the year to 15/10/2013, total government expenditures reached 718.8 trillion dong, equaling 73.5% of the yearly estimate, of which spending for investment development achieved 128.8 trillion dong, equaling 73.6% (spending for capital construction only was 124.8 trillion dong, equaling 73.4%); spending for economic and social development, national defense and security (including spending for salary reform) was at an estimation of 509.5 trillion dong, equaling 75.5%; paying debts and aids was 80.4 trillion dong, equaling 76.6% of the annual estimate.

5. Trade, price and tourism

a. Total retailed sales of consumer goods and services 

As estimated, ten months’ total retail sales of consumer goods and services reached 2,159 trillion dong, rose 12.6 percent from the last year’s identical period, if the factor of inflation were excluded, the growth rate would be 5.5%. Of which, the trade business gained  1,657.8 trillion dong, accounted for 76.8% of the total and increased by 12.1%; hotel and restaurant 260.2 trillion dong, 12.1% and by 14.9%; services 220.2 trillion dong, 10.2% and by 14.8%; tourist 20.3 trillion dong, 0.9% and by 3.1% respectively.

b. Exports-Imports

Ten months’ estimated export turnovers achieved US$ 108 billion, up 15.2% from the same period last year, of which the domestic economic sector reached US$ 35.9 billion, up 3%; the FDI sector (including crude oil) reached US$ 72.1 billion, up 22.3%.

Estimated export turnovers in ten months reached US$ 108.2 billion, rose 15.2 percent from the last year’ same period, of which the domestic economic sector reached US$  46.2 billion, up to 3.5%; the FDI sector US$ 62 billion grew by 25.7%.

In nine months of this year, realized trade surplus was US$ 13 million; October’s trade deficit was at an estimation of US$ 200 million. Generally, ten months‘ trade deficit was US$ 187 million, equaling 0.2% of total export turnovers, of which it was US$ 10.3 billion for the home economic sector; the FDI sector had the trade surplus of US$ 10.1 billion.

c. Consumer price indexes (CPI)


October’s CPI rose 0.49 percent from September, of which catering and related services had the highest growth rate of 0.86% (grain food 0.91%; foodstuff 1.04%); education increased by 0.53% (educational services by 0.55%); housing and construction material by 0.5%. Other groups having lower growth rates or decreased CPIs included: garments, hats, footgear grew by 0.35%; family appliances by 0.24%; culture, entertainment & tourist by 0.14%; drinks and tobacco  by 0.12%; medicines and health services by 0.1%; transport decreased by 0.17%; postal and communicational services by 0.03%.

October’s CPI rose 5.14 percent from 12/2012 and grew by 5.92% against the same period last year. Ten months’ average CPI rose 6.74 percent compared to that in 2012’ the similar period.

October’s gold price index decreased by 2.87% from September; It slowed down 20.94 percent from 12/2012 and fell by 22.15% compared to the last year’ same period. US$ price index in 10/2013 declined 0.18 percent from September; grew by 1.14% against 12/2012 and by1.06% against 2012’ the identical period.

d. Carriage of passengers and cargos                            

Ten months’ passenger carriage reached an estimate of 2,448,900 arrivals, raised 5.6 percent and 102.6 billion passengers-kilometers rose 5.3 percent from the same period in 2012. Of which central transport reached 28.5 million arrivals, increased by 6.4% and 24.9 billion passengers-kilometers, by 8.7%; local transport reached 2,420.3 million arrivals, grew by 5.6% and 77.7 billion passengers-kilometers, by 4.3%. Transport by road reached an estimate of 2,302.1 million arrivals, increased by 5.8% and 74.2 billion passengers-kilometers, by 4.2% from the last year’ same period; air: 14.1 million arrivals, by 10.1% and 22.3 billion passengers-kilometers, by 10.2%; rail: 10.3 million arrivals, by 1.8% and 3.7 billion passengers-kilometers, by 1.1%; sea: 4 million arrivals, by 4.6% and 203.1 million passengers-kilometers, by 3.7% respectively.

Ten months’ cargo carriage reached an estimate of 831 million tons, rose 4.3 percent and 168.7 billion tons-kilometers, slowed down 2 % percent from the last year’ same period. Of which the domestic transport gained 805.9 million tons, grew by 4.7% and 76.5 billion tons-kilometers by 3.6%; overseas transport reached 25.2 million tons, decreased by 6.5% and 92.1 billion tons-kilometers by 6.3%. Local transport gained 785.9 million tons, rose 5 percent and 76 billion tons-kilometers by 4.5% from the identical period in 2012. Transport by road achieved 628.5 million tons, grew by 4.9% and 37.9 billion tons-kilometers, by 5.1%; river: 148.4 million tons, by 5.9% and 32.2 billion tons-kilometers by 4.7%; sea: 48.5 million tons, reduced by 6.1% and 95 billion tons-kilometers, by 6.5%; rail: 5.5 million tons, decreased by 4.9% and 3.2 billion tons-kilometers, by 5.2% respectively.

e. International visitors to Viet Nam

Estimated international visitors to Viet Nam in ten months during this year reached 6,119,000 arrivals, rose 10.4 percent from the last year’ same period. Of which visitors coming for tourist purposes were 3,750,000 arrivals, increased by 12.7%; business purposes 1,023,800 arrivals, by 8.6%; visiting relatives 1,018,200 arrivals, by 8.4%. Visitors coming by air were 4,826,900 arrivals, grew by 7.3% compared with the figures in the same period last year; sea: 177,800 arrivals, reduced by 20%; road: 1,114,200 arrivals, rose by 35.7%.

6. Social issues

a. Farmer’s food shortage

Generally, the country in ten months had 402,400 times of households suffered from food shortage, declined 3.9 percent from the last year’ same period, which equaled 1,689,000 hunger persons, reduced by 4.9%. To overcome the problem, all administrative levels and sectors since the beginning with the year have provided difficult families with 43,200 tons of food and 24 billion dong, in October only, 1,200 tons of food and 10.7 billion dong were supplied.

b. Epidemic diseases and food poisoning

Generally, the country in ten months during the year had 63,100 cases of hand, foot, mouth disease (19 died); 52,900 cases of hemorrhagic fever (30 died); 695 cases of virus encephalitis (17 died); 39 cases of meningococcal meningitis (3 died); 542 cases of typhoid and two cases of A (H5N1) flu.

More 1,100 HIV-infected cases were found during the month, bringing the number of HIV infected living persons over the country as of 17/10/2013 to 215,600, of which 63,200 persons turned to AIDS. The country’s deaths by AIDS as of 17/10/2013 were 64,700 persons.

c. Environmental and fire protection

Generally, the country in ten months had 1,950 serious cases of fire and explosion, killing 106 persons and injuring 242 others. Estimated damage valued 1.1 trillion dong. In October, the authorities found 470 environment violated cases, of which 369 cases were treated with 4.4 billion dong fines.

d. Traffic accidents     

Generally, the country in ten months had 9,092 cases of the traffic accidents, killing 7,812 persons and injuring 5,582 others. Cases of crashing during ten months were 15,227, which slightly hurt 18,808 persons. In comparison to the same period last year, cases of the traffic accidents increased by 5.8%, collided cases decreased by 9.4%, deaths raised by 1.6%, injured persons reduced by 9.7% and lightly wounded persons by 9.6%. On average, each day for ten months during the year had 30 cases of the traffic accidents and 50 crashed cases, killing 26 persons, injuring 18 persons and sparingly hurting 62 others.

e. Natural calamity

Natural calamity in October caused heavy damages of persons and properties to the provinces in the Central Coast, influenced hardly on the production and people’s life. According to preliminary reports, the disaster made 45 persons died and lost, and about 600 others injured; over 4,000 houses collapsed and swept away; 339, 000 houses flooded and damaged; 156 kilometers of dykes, embankments, 262 kilometers of canals and over 347 kilometers of roads broken and blown up; 628 medium-high voltage electric poles and nearly 4,000 low voltage poles broken; over 5,000 hectares of rice and vegetables suffered from empty loss; over 30, 000 hectares of rice and vegetables inundated and damaged.
